There are several OSHA standards that apply to disaster planning:
29 CFR 1910.38. OSHA requires employers with 10 or more employees to have a written emergency action plan and to make sure your employees are trained.

The fire protection standard requires you to take steps to prevent workplace fires as well as be prepared to deal with any fires including placement of fire extinguishers; Section 1910.165 requires you to have a working alarm system.
