Since they were approved by Congress in 2004, health savings accounts (HSAs) have changed the way many employees handle their health-care bills. These “medical IRAs” allow workers to combine high-deductible health insurance coverage with pre-tax payroll deductions put into accounts they can use to pay those deductibles, if needed.
